42. Volunteers of the Year - Frank Farrell

Minutes: 

Frank Farrell, School Board Chairman, recognized the following Volunteers of the Year:

Youth Winner: Tyler Jump, Orange Park High; Adult Winner: Julie Hatmaker, Swimming Pen Creek and Senior Winner: Jerry Zimmerman, Orange Park High (not present).

Tyler Jump (Youth) was also recognized as the Regional Volunteer of the Year by the Department of Education.

Minutes: 

Mrs. Teresa Dixon provided a PowerPoint presentation on a Proposal for Reevaluation of Pay Band Classification for Teacher Assistants.

Minutes: Mr. Horne spoke in opposition to teacher salary increases.

45. Mr. Roger Suggs, Property Appraiser

Minutes: Mr. Roger A. Suggs, Clay County Property Appraiser, shared information on the history of taxable value and taxes levied for the last 6 years.  The median price for single-family residential has steadily decreased from  approximately $229,900 to $156,000, since 2006.  Presently, Mr. Suggs is tracking 10 constitutional amendments, and at least 10 tax law changes, that would affect the proposed ad valorem tax roles.  The theme of property tax law is to lower the burden of property taxes on the tax payer.

50. Ratify the 2010-2011 Amendment to the 2009-2012 Master Contract between the Clay County Education Association and the School District of Clay County

Minutes: 

Board members discussed their reasons for support/non-support of ratifying the 2010-2011 Amendment to the 2009-2012 Master Contract between the Clay County Education Association and the School District of Clay County.  Superintendent Wortham made a statement in support of ratification of the contract. Ratification failed by a vote of 4-1.

Ratify the Tentative Agreement with CCEA for a step increase for those eligible members of the bargaining unit retroactive to the beginning of the 2010-2011 school year. The new insurance rates will be effective on the date of ratification.- FAIL

Support Services

53. 2010 Census/Board Member Redistricting and Impact Fees

Minutes: 

Mike Elliott, Asst. Supt. for Support Services, advised the Board that with the completion of the 2010 Census, Florida Law requires redistricting of the board member districts to balance the county's population among the 5 members.  Staff will process this effort similar to the way they would with school redistricting, unless directed otherwise.   Mr. Farrell requested and received consensus of the Board to proceed with redistricting. 

Florida Statute states that impact fees must be developed on the basis of current data available and it must be fair, justifiable and defensible.  The last time the impact fees were lowered, they were below the maximum that the study identified.  Approval from the Board was sought to move forward with a new study, with an estimated cost of $6,000-$8,000. Mr. Elliott's staff will bring back to Board an appropriate date, a new study, and will move forward on resolution with the county.
